在2007年金融市场危机之后，国际贸易停滞不前。但是，对于急剧的保护主义激增的恐惧并没有实现。保护主义措施的增加远远低于1930年萧条期间的增长。根据以往商业周期的经验，它比预期的要少。WTO和其他贸易协定和条约在保持经济衰退的过程中保持抑制作用发挥了重要作用。同样重要的是，世界已经开始逐渐认识到国际贸易作为一种合作博弈的性质，当合作协议从其他方进行重新调整或每个人都参与这种机会主义行动时，从合作协议转移的收益将成为严重损失。

　　然而，尽管取得了进展，但保护主义政策的近视冲动远未实现。在WTO框架内外达成进一步自由化协议的任务是艰鉅的。因此，双边，区域和多边协定将与多边条约一起推行。贸易协议本质上都是合作博弈。所涉及的原则与WTO条约的原则类似，即产生相互收益并尽量减少偏离协议的动机，同时考虑到代表参与方的决策者的偏好。考虑到其成员的发展水平和政策偏好的多样性，世贸组织在使合作成果成为现实方面取得了成功。它为完成贸易谈判提供了很好的经验教训。
