为《基本法》教学与研究需要，为推广及普及《基本法》知识，为方便查阅法律文本，香港城市大学「香港基本法实施研究计划」决定编辑出版一本轻便装本《基本法》（包含其他相关宪制性法律文件），希望为法律与相关专业人士、公职人员，及大众提供一本精致轻巧、方便携带、易于查检的《基本法》汇编本。它收录《基本法》正文（共9章160条条文以及三份附件），和与《基本法》有直接关联的现行宪制性法律文件，包括全国人民代表大会及其常务委员会分别就《基本法》实施作出的相关决定和法律解释。
这本便携式法律汇编具有如下特点：

For teaching and research purposes and to promote the Basic Law, the Implementation of the Hong Kong Basic Law Research Project of City University of Hong Kong has decided to publish a pocket-sized edition of the Basic Law, which includes the Basic Law full text (a total of 9 chapters consisting of 160 articles, plus 3 annexes) and all directly related constitutional instruments, including the decisions and legal interpretations of the Basic Law by the National People’s Congress and its standing committee. It is hoped that this lightweight edition can provide an easy and convenient reference for legal professionals, civil servants and the public alike.
The pocket-sized edition of the Basic Law has the following features:
Bilingual Reference
As the Hong Kong Special Administrative Region employs a bilingual legal system where all legislation, including the Basic Law, are enacted in both Chinese and English, this pocket-sized edition provides a parallel, bilingual display which allows readers easy cross-referencing without having to turn pages.
Classification by Category
In previous editions of the Basic Law and constitution-related documents, most instruments have been arranged solely in chronological order. In addition to the full text of the Basic Law, this new edition includes 20 important constitutional decisions and legal interpretations of the Basic Law, which are first divided into 3 categories: Decisions (11 instruments), Decisions regarding Annex III (3 instruments) and Legal Interpretations (6 instruments). Each category is further arranged chronologically, allowing readers to easily search for specific content.
Clear Cross References
In this edition, whenever an article refers to other articles, page numbers to the relevant articles are provided, allowing readers easy access to further information. In addition, editorial notes are clearly indicated by symbols such as “*”, and footnotes can be found at the bottom of the pages.

Chapter I: General Principles
Article 1
The Hong Kong Special Administrative Region is an inalienable part of the People’s Republic of China.
Article 2
The National People’s Congress authorizes the Hong Kong Special Administrative Region to exercise a high degree of autonomy and enjoy executive, legislative and independent judicial power, including that of final adjudication, in accordance with the provisions of this Law.
Article 3
The executive authorities and legislature of the Hong Kong Special Administrative Region shall be composed of permanent residents of Hong Kong in accordance with the relevant provisions of this Law.
Article 4
The Hong Kong Special Administrative Region shall safeguard the rights and freedoms of the residents of the Hong Kong Special Administrative Region and of other persons in the Region in accordance with law.
Article 5
The socialist system and policies shall not be practised in the Hong Kong Special Administrative Region, and the previous capitalist system and way of life shall remain unchanged for 50 years.
Article 6
The Hong Kong Special Administrative Region shall protect the right of private ownership of property in accordance with law.
Article 7
The land and natural resources within the Hong Kong Special Administrative Region shall be State property. The Government of the Hong Kong Special Administrative Region shall be responsible for their management, use and development and for their lease or grant to individuals, legal persons or organizations for use or development. The revenues derived therefrom shall be exclusively at the disposal of the government of the Region.
